Thanks for the tips. As a test, I just uploaded a single short WAV file alone, without any other file types, and the archive derived Flac, VBR MP3, and Ogg Vorbis. It appears that when WAV files are uploaded as part of larger group, which includes different files types (e.g. MP3's), no derivatives are made, however, this is just a guess.

At present I have only an old computer and OS which leaves me few options for manipulating files. I wasn't aware of Trader's Little Helper. In future, I will make use of this.

If you upload some files and create a new item, it should generate derivatives for all of the files there at the creation. However if you then add additional files to the item it does not seem to trigger a derive for those. However you can do this yourself by clicking Edit Item at the bottom left of the item page, choosing "change the information", clicking the "Item Manager" link at the top of the page, and then clicking the "derive" button. (I think this is available to non-admins.)
